I didn't know you read the forums 
Okay I have some thoughts on this, and some counterpoints to a few of the issues raised. First, I would like to say I agree that there is a problem with the tech 1 M0-4 world. Although you can work around it, yes there is money to be made in manufacuring and trading even in that context, but the honest truth is that there is a vast swath of the tech 1 world that is a wasteland.
These are my premises:
1. MISSION REWARDS and NPC BOUNTIES ought to be the primary source of CURRENCY in the game. Throw the LP store and salvaged goods in there as a bonus.
2. MANUFACTURING ought to be the primary source of MODULES, SHIPS, and other MANUFACTURED GOODS.
3. MINING ought to be the primary source of base products used for manufacturing, i.e., MINERALS.
4. EXPLORATION and COMPLEXES (including WH) ought to be the primary source of ultra rare 'stuff' whether it be modules, skillbooks, or otherwise.
So right now, you've got one type of profession, mission running, that overwhelms all the others in terms of what you can get from it. Need rare modules? Get them from wrecks. Need minerals? Reprocess your loot. Need money? Bounties and rewards. So how do you fix it?
Here's the answer.
1. Remove all item drops from NPCs. Salvage should mean just that, salvage. Get broken parts and scrap metal.
2. Meta 1-4 should be created as a result of manufacturing. Thus if you are manufacturing Heavy Missile Launcher I, there should be a small percentage chance that a meta version of the item is created as a result of your production. Example: 1/50 chance that one of your launchers will come out as a 'Malkuth'; 1/100 chance of 'Limos'; 1/500 chance of 'XR-3200'; and 1/1000 chance of created an 'Arbalest.'
So what if it makes them more rare? Or in some cases, unavailable? It will make tech 1 module manufacturing actually mean something. Better to fix something late than never - using the excuse of 'millions lying around in junk containers' is just a lazy way of saying leave it broken.
There is merit to the statement that tech 1 production should be widely available yet not profitable enough to have more experienced players seriously playing in it.
